Donna Ross Jones1. Tell us a little about your company and its mission.

Music is the heartbeat of our culture and our hand is forever on the pulse. We are passionate about music and the people who create it. Transition Music was originally formed with the mission to create new opportunities for artists, songwriters and composers. This became especially important when technology hit the industry, causing a massive music industry decline.

Today Transition is one of the top 100 music publishers in the world, with more than 1 million music performances globally each year. We unite music with some of the most watched content on the planet. We own a global music library and have a staff of award winning music creators and executives working daily to provide music and manage music process’s for all forms of visual media, from TV series, feature films to corporate productions to webisodes. Our first national production for the National Center for Missing and Exploited Children went viral and ignited a global conversation increasing awareness about wandering and the dangers facing children with autism.

2. Have you always planned on doing business with federal government?

No we had not always planned on doing business with federal government. In our continual goal of expansion and creating more opportunities for music creators, we routinely look at new markets. Knowing that the Federal Government is the largest purchaser of goods and services in the US we began exploring how and if there was an opportunity for us.

3. How have you proceeded with pursuing Federal Contracts?

We decided to invest in educating ourselves as to how and if the federal market place was a match for us. I began going back and forth to DC, working with the SBA and the Department of Commerce to understand the market and how Transition could be successful. We decided to invest the time and resources needed to obtain certifications when we learned Transition Music Corporation was the only WOSB music library of our size and scope, who was also an MBE and an 8a. We saw an opportunity to bring our “Hollywood” brand of expertise to the federal government through music and visual content creation, while assisting them in reaching their diversity goals.

How has this shaped your business?

It is still shaping our business. I keep going back to our mission “to create new opportunities for our creative community”. Pursuing business opportunities outside of mainstream entertainment creates new revenue streams making it possible for producers, writers, musicians, artists and so on to make a living using their gifts and doing what they love.

4. How do you think can ChallengeHER and Women Owned Small Business (WOSB) program help women-business owners in the process?

Working in the government space, like working any other market sector, is about investing time learning, making new contacts and building relationships. ChallengeHER and the Women Owned Small Business (WOSB) program give women the opportunity to make contacts and connect to resources to get the information needed to make informed decisions on all aspects of their business.

How has it helped your business?

Our efforts have resulted in contracts to produce marketing videos, and PSA’s for government agencies. Our music library is competing for music contract in multiple federal agencies and awards in recognition of our work, including Transition Music and Media being named the Minority Media Firm of the Year for the City of Los Angeles, by the Department of Commerce and the MBDA.

5. Could you share the key takeaways you took from the event?

I’ve attended several ChallengeHER and Women Owned Small Business (WOSB) events, and the key takeaways are always the same; come prepared knowing
who you want to talk to and why. Listen, you never know who you will learn from.

6. If you have won contracts under WOSB would you be willing to share size of the award? How has it impacted/grown you business? Hired new employees?

Transition holds multiple certifications; 8a, WOSB, and WMBE. Our contracts to date have been based on our 8a certification, however being a WOSB has been a part of every conversation, and people are probably checking that box too!

7. What percentage of your revenue comes from government contracts?

For YE 2016 we have forecasted 15%.

8. What contracts are you currently working on?

We are currently in production on 5 videos for the MBDA a division of the Department of Commerce. The videos being produced will tell the Minority Business Development Agency (MBDA) story, and educate the public, employees and stakeholders on MBDA products and services.

9. What have you worked on in the past?

More than 26 television series & 6 networks rely on Transition Music as their exclusive source for “ALL” things music; from composers, to production music, to licensing, to new artist, music supervision & building music revenue streams. Specifically, in the federal market Transition Music and Media has provided video production services and music for the SBA, MBDA, Center of Exploited and Missing Children (Funded by the DOJ).

10. What would you recommend other WOSBs doing business with federal government?

Do your research to determine the feasibility of opportunities, their size and scope and how long it typically takes to get a contract awarded to an incumbent. Over and over business owners say the certifications did not work for them and they wasted their time. It is critical to know that with our without any certifications, the federal government consists of people and people buy from who they like, so if you go into this with an expectation that the certifications will get you on a list, and the list will bring business opportunities to you, you will be disappointed and waste your company time and resources.

We sat down with Komal to hear a little bit more about her business and her relationship with WIPP.

 

Tell us a little about your company and its mission.

6e Technologies provides IT solutions and service offerings that can assist clients integrate and upgrade new or existing off the shelf Enterprise wide systems. We also help our clients in adopting cloud technologies by either implementing them or strategically moving their applications into public or private cloud. We focus on creating integrated, intelligent, automated enterprise business processes in and around our client’s Enterprise Resource Planning (ERP) systems. By focusing on automation for information sharing, and information safeguarding; our clients can own the enterprise systems at reduced cost.  We assist our clients in development of seamless and secure enterprise solutions that promote trusted collaboration – connecting people to people, people to data, and data to data.

 

Have you always been an entrepreneur?  If not, what, or who, inspired you to take this leap?

Yes, I have always been an entrepreneur. My first failed attempt in the business world was at the age of 23. That was a big lesson learnt and I decided to join corporate world to learn the tricks of the trade. 8 years ago I started a business in India that imports and distributes foreign liquor around the country. Once that business stabilized, I took over 6e Technologies and started business development activities. Working in corporate America, I experienced that most of the vendors were not ready to be clients’ true partner. This was one of the issues I faced and wanted to build a company that would be a trusted partner to our client base.

 

What has been your biggest lesson learned in working in the technology industry? 

Change and very fast change is imminent in this industry. Being nimble to adopt to changing technical field is very important. Also remember, you cannot be good at everything, stick to what you do the best and focus on that offering.

 

Cyber security is a huge topic in the women business community. What advice can you give to women business owners on protecting their firms? 

Cloud may sound counter intuitive to security, but cloud based applications from trusted vendors are one of the best way to ride on security provided by large companies. These companies spend large amount of R&D money in securing their systems. Small businesses can get best of the functionality and security at fraction of the cost if they use cloud technology for their internal systems.

 

Tell us about your experience as a WIPP Member? What resources/value has WIPP provided that has been helpful to you and your company?

I started my journey with WIPP by attending one of the first ChallengeHer events of 2013 in Denver. This organization has been instrumental in providing insight into what is happening in the Federal marketplace. I personally appreciate the WIPP newsletter to keep up with the new, teaming request and very informative webinars.

 

Federal Government Meets 5% Federal Contracting Goal for Women-Owned Small Businesses for the First Time in Twenty Years

Women Impacting Public Policy (WIPP) is thrilled to celebrate the U.S. Government’s achievement of awarding five percent of its annual federal contracts to women-owned small businesses for the first time since the goal was set more than twenty years ago. The five percent goal was put in place as part of the Federal Acquisition Streamlining Act of 1994 and led to the creation of the Women-Owned Small Business (WOSB) Federal Contract program in the Equity in Contracting for Women Act of 2000.

WIPP, and our partner American Express OPEN are longtime champions of women entrepreneurs in the federal contracting space, creating the Give Me 5 program in 2008 to give women-owned small businesses access to knowledge and resources to help win federal contracts. At the time, just 3.4% of federal contracts were awarded to women-owned small businesses—roughly $13 billion of the approximately $400 billion awarded annually.

In April 2013, WIPP, American Express OPEN and the Small Business Administration (SBA) launched ChallengeHER, a national initiative to boost government contracting opportunities for women-owned small businesses. ChallengeHER delivers free workshops, mentoring and direct access to government buyers. Now entering its fourth year, ChallengeHER has educated more than 5,400 women entrepreneurs at 39 workshops across the country and facilitated more than 1,900 meetings between women small business owners and government officials.

The contracting landscape for women-owned businesses has improved significantly as a result of strong public and private support and bipartisan efforts. In early 2013, due to the efforts of WIPP and their coalition partners, President Obama signed into law the National Defense Authorization Act (NDAA) which removed caps on eligible federal contract awards under the U.S. Small Business Administration’s Women-Owned Small Business (WOSB) Federal Contract program. Before the law was put into place, awards to women-owned small business were capped at $4 million and $6.5 million under the program. WIPP had further success in improving the WOSB Federal Contract Program in 2014 with the passage of a new law that provided federal agencies with statutory authority to award sole-source contracts to women-owned small businesses. The WOSB program was the only major small business contracting program without this authority at the time – putting women entrepreneurs at a distinct disadvantage.

ChallengeHER Recognized in Budget Proposal

CH-LogoBudgets are usually just about the numbers, but, every so often, they take respite from tables, spreadsheets, and account balances to acknowledge successful partnerships. Anyone taking a look at the President’s budget, released on February 9, found out who is working on behalf of women business owners when the Small Business Administration (SBA) highlighted the success of WIPP’s ChallengeHER initiative at bringing women-owned businesses into the federal marketplace. Having SBA acknowledge WIPP’s efforts demonstrates just how strong WIPP advocates have been.

Securing a contract with the federal government can double the revenue for a women-owned business and the ChallengeHER program has been providing education to women business owners on how to do just that. In 2013, WIPP partnered with American Express OPEN and SBA to offer events, workshops with access to an online curriculum, and mentoring opportunities that provide women entrepreneurs with knowledge and connections to help them successfully compete for federal contracts.

ChallengeHER 2015 Update … Fall Edition

A substantial part of Women Impacting Public Policy’s (WIPP) Federal Procurement Programming lies undoubtedly with ChallengeHER. ChallengeHER is an educational program, which provides women business owners with the guidance to better compete for federal contracts under the Women-Owned Small Business (WOSB) Federal Contract Program.

In order to provide as much impact as possible and to get women business owners together with federal buyers, ChallengeHER events are being held in several cities and states throughout 2015. As the year is progressing toward the fall season, several events have already been held (e.g. Washington D.C., New York, Dallas, Atlanta, New Hampshire), but many more are still scheduled until the end of the year. Success: Sole Source Finalized

When you’ve been working on a program for 15 years, it’s almost anti-climatic when you realize you won and it’s over. I suppose lawyers feel this way when they win a big case, or business owners when they close a major contract.

For me, the SBA announcement integrating a sole source component into the WOSB procurement program on October 14, 2015 marks the end of a long campaign by Women Impacting Public Policy (WIPP). First, we fought for eleven years to establish a program that gives a government buying preference to women-owned companies whose industries have been underrepresented. Not an easy fight – we had plenty of Congressional and White House opponents—it wasn’t until the Obama Administration came into power that the program was established. At the time, SBA Administrator Karen Mills made it her number one priority, which we will always be thankful for. We had strong Congressional proponents – Senators Cantwell and Shaheen and Representatives Speier and Graves.

Then, we had to make the program work. That required two major changes to the program in 2013 and 2014. The first change required lifting the award caps the law imposed on the program. The WOSB procurement program limited contract awards through the program to $4 million ($6.5 million for manufacturing). In 2013, Congress helped us get rid of those caps. The last big piece was the sole source piece—allowing contracting officers to award sole source contracts to women-owned companies through the program. This major change gives the program parity with other small business programs and again, required Congressional action. Effective October 14, agencies will be able to use this mechanism to award contracts to women whose companies offer innovative products and services.

As with all government programs, the rules are a little complicated and the ability to self-certify as a woman owned business will eventually have to change, due to Congressional direction in 2014. But for now, self-certification remains the law and women should be actively pursuing contracts through the WOSB procurement program whether or not they are self-certified or certified by a third party.

It is important to note that not all industries (NAICS codes) qualify for the program. You can find a list at http://www.SBA.gov/WOSB. We have developed a one pager that go through the rules of the sole source portion of the program and our GiveMe5 program has comprehensive information on the WOSB program. In addition, our ChallengeHER events are all over the country so that women can find out more about the program. The information can all be found at www.wipp.org.

The WOSB procurement program is in good hands. All the major pieces to make it successful are in place. When we started this effort in 2002, women received 2.7% of government contracts. Since the program has been in place, more than $500 million has been set-aside for women- owned companies. In fact, in 2014 the government awarded 4.7% of its contracts to WOSBs –a 75% increase since 2002. Now women business owners need to know how to use it with the help of SBA, the federal contracting community and organizations, such as WIPP.

Fifteen years seems like a long time, but when you are fighting for something—somehow it doesn’t seem that long. WIPP members and coalition partners were with us every step of the way. For this, I am exceedingly grateful.

  • Learn from experiences of successful WOSBs working as federal contractors.
  • Learn from federal buyers how to do business with their agency in Contracting Officers Panel.
  • Network with peer mentors and other WOSB and Economically Disadvantaged Women-Owned Small Business (EDWOSB) firms.

In addition, each event is filled with different speakers and moderators with substantial insights and specific topics.

Washington D.C. hosted by SBA

The first event this year was held in Washington, D.C. on May 11 at the SBA Headquarters. We kicked off with WOSB Strategic Research and Marketing presented by Sean Crean from the SBA. A panel of successful women entrepreneurs shared their experiences and a panel of contracting officers provided insight on planning for federal contracting, underlining the core mission of ChallengeHER – to share and educate women in federal procurement business.

New York City filled with extraordinary speakers

Amex_ChallengeHer_2015-74After Washington, we moved to New York City where we had the great pleasure to listen to an armchair discussion between The Honorable Maria Contreras-Sweet, Administrator, U. S. Small Business Administration and Denise Pickett, President, American Express OPEN, on Fueling the Small Business Economy and Growing Women-Owned Small Business. The discussion was very informative and we learned many new facts regarding the WOSB program and about other SBA initiatives including guarantees for loans to small business owners and thus eliminating some of the risk to the lending partners under Guaranteed Loan Programs (Debt Financing).

Another highlight in NYC was one-to-one matchmaking sessions between Federal Buyers and Contractors, where on top of the panel discussions, women entrepreneurs had a unique opportunity to directly discuss their business proposals with federal contracting officers.

Dallas Questions & Answers Storm

Just a week later, we headed to stormy Dallas for a special ChallengeHER with the U. S. Environmental Protection Agency (EPA). Despite the severe weather forecasts the event day was bright and sunny and well attended! The Dallas audience was very interactive and we had more than 4 hours of sessions filled with questions and active discussions with the speakers and panelists.

We have had a great start to this year’s ChallengeHER “tour” and more summer events are announced for July in Atlanta and for August in Cincinnati and New Hampshire! We can’t wait to meet new women entrepreneurs and help them get new insights for enhancing their businesses.

National Women’s Business Council Releases 2014 Annual Report

NWBCThe dawn of the New Year provides an excellent opportunity to review the successes of 2014, and to assess areas of improvement for 2015. The National Women’s Business Council’s annual report, “Building Bridges: Leveraging Research and Relationships to Impact the Business Climate for Women” does exactly that, providing us with an overview of women entrepreneurship, including a summary of key research findings, policy recommendations and the Council’s agenda in the year ahead. The report rests on NWBC’s four pillar platform- access to capital, access to markets, job creation and growth, and data collection- and confirms what many of us already know, that the full economic participation of women is essential to economic growth in the U.S.

Access to capital remains a key issue for women business owners. In order to better understand the ways in which women business owners accessed capital, NWBC worked with the SBA to analyze loan data, partnered with Walker’s Legacy to host a round-table specific to women of color and access to capital, and commissioned new research on under-capitalization. The research shows a direct link between access to capital and revenue generation, with men starting their businesses with nearly twice as much capital as women, a disparity which increases among firms with high growth potential. The report highlights crowdfunding as an important new resource for women business owners seeking capital.
The NWBC also focused much research on access to markets for women business owners, using WIPP’s own ChallengeHER campaign as a building block for identifying best practices in government procurement. Thanks to the Women Owned Small Business Federal Contract Program, more and more federal contracts are being awarded to women owned small businesses. However, disparities still remain in regard to award amount between WOSBs and non-WOSBs, most likely as a result of different contract types.
In 2013, the Council called for an increase in the number of women owned or led firms in incubators and accelerators in an attempt to increase job creation and growth. In 2014, the Council honored this commitment, through championing the SBA’s Office of Investment and Innovation’s Growth Accelerator Fund Competition, convening a public meeting on STEM, entrepreneurship, and women, and commissioning new research on micro-businesses and accelerators and incubators. Research shows that women with dependent children are less likely to add additional employees, indicating that child care burdens are still a significant obstacle to the growth of women owned small businesses.
The report concludes with a number of different, concrete strategies for each pillar, building off of past success while also acknowledging areas for improvement. Among many other things, the NWBC recommends: tax credits for investors who finance women-owned and led firms; creating opportunities to align women business owners with government and corporate procurement officials; improvement of the availability and timeliness of government and private sector data on women owned small businesses; the implementation of the sole source authority for the Women-Owned Small Business Federal Contract Program (yay!).
The National Women’s Business Council is a crucial resource for women entrepreneurs and business owners. The research and recommendations they provide acts as a road map for the success of women entrepreneurs, success which is reached through hard work, partnerships and persistence. 2014 was a great year for women entrepreneurs, and 2015 looks just as promising.
